No! To proceed you have to "Select your state of residence" and choose the State you reside in from the drop down menu. Then tick "I wish to purchase Rental Car Protector for USD xx". Price can differ per supplier.

Or you can add it at the desk on arrival which is likely to be more a little more expensive and slightly less comprehensive. The basic insurance that's included really just covers you for damage to someone else's vehicle and not the damage that is caused to your own.
